The test checks for the following case:
   Router State  Report Received  New Router State     Actions
   INCLUDE (A)     TO_EX (B)      EXCLUDE (A*B,B-A)    (B-A)=0
                                                       Delete (A-B)
                                                       Send Q(MA,A*B)
                                                       Filter Timer=MALI
