[SCTP]: ADD-IP updates the states where ASCONFs can be sent

   C4)  Both ASCONF and ASCONF-ACK Chunks MUST NOT be sent in any SCTP
        state except ESTABLISHED, SHUTDOWN-PENDING, SHUTDOWN-RECEIVED,
        and SHUTDOWN-SENT.
