staging: r8188eu: merge small adapter info helpers

ReadAdapterInfo8188EU calls Hal_InitPGData88E and readAdapterInfo_8188EU,
both of which are small and have no other callers. Merge the two latter
functions into ReadAdapterInfo8188EU.
