staging: open braces in ft1000_debug.c and ioctl.h

Fixed open braces error in "/staging/ft1000/ft1000-usb/ft1000_ioctl.h"
and "/staging/ft1000/ft1000-usb/ft1000_debug.c" by moving braces to the
correct line.
