crypto: hisilicon/qm - fix the value of 'QM_SQC_VFT_BASE_MASK_V2'

Since the size of base number is 16 bits, update the value of
'QM_SQC_VFT_BASE_MASK_V2' as 'GENMASK(15, 0)'.
