media: platform: mtk-mdp3: reconfigure shared memory

For performance and multi-chip support, use dynamic layout instead of
statically configured pools.
Divide the shared memory into the 3 64-bit aligned layouts listed below:

    vpu->param_addr  -> +-----------------------------------------+
