staging: rtl8188eu: hal: Replace function ODM_TXPowerTrackingCheck()

Remove function ODM_TXPowerTrackingCheck as all it does is call
odm_TXPowerTrackingCheckCE.
Rename odm_TXPowerTrackingCheckCE to ODM_TXPowerTrackingCheck for
compatibility with call sites.
Issue found with Coccinelle.
