staging: wilc1000: wilc_send_config_pkt: pass struct wilc

This patch passes struct wilc to wilc_send_config_pkt. The function
wilc_wlan_cfg_set and wilc_wlan_cfg_get function will get wilc to replace
wilc_dev with it.
